Harry Dhaul
Director General, Independent Power Producers Association of India (IPPAI)

Mr. Harry Dhaul is the Founder and Director General of The Independent Power Producers Association of India (IPPAI), and has over 25 years of experience in the power and infrastructure sectors.

The transition of the sectors (especially power, oil & gas), from being entirely state controlled to the current stage of increasing private sector participation, led Mr Dhaul to envisage the requirement of a neutral forum for discussion and examination of policy and regulatory issues for the development and private sector participation in the infrastructure sectors.

Thus, in 1994, IPPAI was formed as an independent non-profit organisation for discussion and examination of policy and regulatory issues critical to development of the energy and infrastructure sectors. IPPAI has worked with several Ministries including such as the Panchayati Raj Ministry, Ministry of Power, Ministry of Rural Development, etc.

Due to his extensive experience and knowledge of the energy sector, Mr Dhaul has also been a consultant/advisor to the Ministry of Power, Planning Commission and other Regulatory bodies and has participated in several ministerial delegations for attracting investment in the Indian power sector from 1992 onwards when the Government of India invited the private sector to invest in power generation. He has also been on the Planning Commission consultative committee for the 8th and 9th Five year plan of the Central Electricity Authority.
